GSCLBA Policies
Adopted: May 27, 2026 | Effective: May 27, 2026The Griffin-Spalding County Land Bank Authority operates under policies designed to promote transparency, neighborhood revitalization, affordable housing, and responsible property redevelopment throughout Griffin and Spalding County.
Mission & Purpose
The GSCLBA acquires tax delinquent and donated properties in the City of Griffin and Spalding County to return nonrevenue-generating, nontax-producing land to effective use — providing affordable housing, commerce, industry, and employment for local citizens.
STRATEGIC GOALS
- Affordable housing — development for low-to-moderate income individuals
- Homeownership — increase ownership rates and home-buyer education access
- Neighborhood redevelopment — support strategic revitalization plans
- Fair market-rate housing — support development at all income levels
- Community facilities — parks, recreational spaces, and public infrastructure
- Land facilitation — assist government, development authorities, schools, and private developers
- Blight remediation — address nuisance and substandard properties
- Lot consolidation — eliminate substandard single-family lots of record
Property Application Process
Develop Plan
Submit development plan, timeline, contractor’s info, and zoning verification.
Demonstrate Financing
Provide evidence of financing sufficient to complete the project.
Submit Application/RFP
Complete the application with the required fee and supporting documents.
Board Review
GSCLBA Board reviews application based on policy criteria.
Closing & Redevelopment
Upon approval, close on the property and begin redevelopment.
Property Disposition Priorities
GSCLBA follows the following priority order when disposing of properties:
- Public Agencies for Public Use
- Owner-Occupancy
- Residential & Commercial Developers (Affordable Housing)
- Residential & Commercial Developers (Market-Rate Housing)
- Mission-Driven Non-Profit Housing Organizations
- Side Lot Owners
- Community Institutions & Non-Profit Organizations

Construction or rehabilitation must begin within one year of transfer, or the property may return back to GSCLBA.

Market Purchases
Complete the application with the required fee and supporting documents.
Conduit Transfers
Complete the application with the required fee and supporting documents.
Land Banking Agreements

GSCLBA supports projects that create non-revenue generating, community-focused improvements.
